Survey shows tax credits and insurance exchanges make one-third of employers not offering insurance to workers more likely to do so

Over the past several years, small businesses have seen their health insurance premiums increase exponentially, making controlling costs their No. 1 priority in healthcare reform. The regulations the Department of Health and Human Services issued today aim to address these growing costs and get small businesses some relief from exorbitant rate hikes, which will enable them to spend less on premiums and more on expanding their businesses and creating jobs.

Despite the deal's imperfections, namely that most small businesses won't financially benefit from tax cuts on the upper income brackets, other provisions of this compromise will bring relief to America's 28 million small businesses and the country as a whole.

Reports of partisan gamesmanship blocking the Senate from fixing the 1099 reporting requirement as part of the recent tax cut deal are not only discouraging but also infuriating. We're disappointed there are those in Congress who would turn small businesses success into a partisan issue. There are millions of small business owners who need relief from this provision, which would place an onerous and unnecessary paperwork burden on them if it goes into effect in 2012.

The Senate's failure today to pass legislation that would fix the 1099 reporting requirement in the Patient Protection and Affordable Care Act is a blow to small businesses that are looking for relief from a provision that would unnecessarily bog them down in paperwork if it goes into effect in 2012.

The Affordable Care Act has tremendous benefits for small businesses, particularly the tax credits and health insurance exchanges. But the 1099 provision, which has nothing to do with healthcare reform and was included only as a revenue-raising measure, works against them.
